Multi-Cloud FinOps Strategies

The Multi-Cloud FinOps Challenge

Each cloud provider uses different billing terminology, pricing models, and cost management tools. AWS calls it Cost and Usage Report; Azure calls it Usage Details; GCP uses BigQuery Billing Export. Reserved Instances in AWS have different rules from Azure Reserved VM Instances and GCP Committed Use Discounts. A multi-cloud FinOps program requires a unified data model that normalizes these differences so teams can analyze total spend without switching between provider consoles.

Multi-Cloud FinOps Capabilities

  • Unified cost data ingestion: normalize billing data from all providers into a single data model (FOCUS schema or third-party platform).
  • Cross-cloud allocation: apply consistent tagging standards and allocation rules across providers.
  • Provider-agnostic optimization: identify rightsizing and waste opportunities regardless of cloud.
  • Commitment management across clouds: track coverage and utilization per provider without double-counting.
  • Data transfer cost visibility: inter-cloud data transfer is often the largest hidden cost in multi-cloud architectures.
The FOCUS Specification

The FinOps Open Cost and Usage Specification (FOCUS) is an open standard developed by the FinOps Foundation to normalize billing data across cloud providers. It defines a common schema so organizations can query AWS, Azure, and GCP billing data with the same analysis tools. Exam scenarios testing multi-cloud visibility may reference FOCUS or 'billing data normalization' as the correct approach.
