The Central Team Model
The FinOps Foundation recommends a central FinOps team (often a Center of Excellence or Cloud Cost Management team) that owns the framework, tooling, and governance standards. This team does not own the cloud resources—individual engineering teams do. The central team provides services: allocation models, optimization recommendations, training, and tooling that enable engineering teams to act on cost signals autonomously.
